<p>In June of this year, California Governor Arnold Schwarzenegger asked President Obama to declare Fresno County a federal disaster area. The White House has not yet responded to Governor Schwarzenegger&#8217;s request. Requests for presidential disaster declarations are much rarer for droughts than for other natural disasters. Previous requests like this one were declined by the Bush administration. Nevertheless, the compounding effects of three straight years of drought have had a devastating effect on the stateÕs resources, as well as its already failing economy. As the New York Times reported, &#8220;These are dire circumstances,&#8221; Mr. Schwarzenegger said at a stop in Mendota California, &#8220;Here in the Central Valley, no water means no work. And no work means people cannot feed their families.&#8221; Without the federal disaster declaration, drought relief is usually handled through the Department of Agriculture&#8217;s crop insurance program, which subsidizes underwriters of agricultural concerns and provides direct payments to farmers and ranchers. But with California&#8217;s economy crippled and its budget woes growing it is doubtful that waiting for mother nature to cooperate is going to be enough.</p>
<p>This plea comes a little more than a year after Governor Schwarzenegger issued an executive order for most of California in an effort to try to stave off the effects of the then two year old drought. At that time, the order was filled mainly with language like, &#8220;work with,&#8221; &#8220;help to,&#8221; or &#8220;prepare for.&#8221; In fact, at one point it directly requested regional and local governments to &#8220;prepare for potential worsening water conditions in 2009.&#8221; Rather then a call to action, the executive order read more like a call to be prepared to be called to action. Now, a year later and deeper into the drought and the state&#8217;s reservoirs the lowest they&#8217;ve been since 1992, the official &#8220;call to action&#8221; for most Californians still seems to be lacking. Exacerbating the situation even further are the current wild fires that are raging outside of Los Angeles, Santa Cruz and elsewhere. Millions of gallons of water are now being expended in emergency efforts to protect life and property in California.      </p>
<p>          ]]&gt;</p>
<p>While our national government mulls over Schwarzenegger&#8217;s plea, it is time for Californians to start looking at what they can do themselves. Afterall, as the USA Today reported earlier this year, Schwarzenegger&#8217;s order leaves the door open for more severe restrictions later. If there is no improvement in water reserves and residents fail to conserve on their own, additional measures could include mandatory water rationing and water reductions. In the Governor&#8217;s 2008-2009 budget an $11.9 billion water bond for water management investments was proposed that would include $3.1 billion to increase water use efficiency. With liberals in control of Washington and the country fully engrossed in everything &#8220;green&#8221; &#8211; a mandated push toward conservation, especially in left leaning California, would be like preaching to the choir. And with the state&#8217;s economic woes increasing by the hour, looking to cut water and energy costs could save more than just the environment.</p>
<p>Others argue that less draconian measures could be taken first to relieve California&#8217;s water problems. Jail costs have long plagued the state and recent estimates puts the annual costs at somewhere around 900 million. That&#8217;s a number green technology could help lower. Low flow shower heads, <a rel="nofollow" href="http://store.wesgogreen.com/toilets.html" target="_blank">high efficiency toilets</a>, <a rel="nofollow" href="http://store.wesgogreen.com/energy-efficient-lighting.html" target="_blank">energy saving light bulbs</a>, wind and solar power are all technologies that have or are maturing and the financial boons that they are delivering are irrefutable. &#8220;It would save millions of dollars a month. And that would be just from retro-fitting the jails, shelters, schools, and hospitals. If California went green in all their buildings, it would produce enormous savings in energy and water usage,&#8221; says Josh Witzig of <a rel="nofollow" href="http://www.wesgogreen.com/" target="_blank">Water and Energy Solutions</a> (WES).</p>

<p><!-- ~~ads~~ --> &#8220;A lot of people get nervous about the initial cost,&#8221; Witzig continues, &#8220;but when they recoup that cost in savings over the first year, and sometimes in the first few months, then they start to realize what an incredible investment this technology is.&#8221; The most difficult thing to believe is that this technology is really no different in appearance or usage than the appliances already occupying most Californian (and for that matter our nation&#8217;s) homes. The problem companies like Water and Energy Solutions face is educating the consumer as to the financial win-win that this new technology provides, and getting their products in front of the consumer.</p>
<p>If such small-scale measures can have such an enormous impact now, what about the difference scientific breakthroughs in energy and water conservation technology could make in the future? The sky is the limit for both the initiatives Governor Schwarzenegger could be looking into and the imagination and innovation of the American entrepreneur.</p>
<p>The Governor is right to be concerned about the effects the drought is having on unemployment, but with the power that comes with running the eighth largest economy on the planet he has the ability to start creating work that can explore new means to solve California&#8217;s water crisis. However, it&#8217;s an initiative he can&#8217;t undertake alone. It means Californians also have to stand up and take some responsibility for the current problems that face them. Today it might mean a new low-flow shower head or high efficiency toliet. And in the future it might mean a portable water reclamation unit or portable desalination unit. But regardless, each small step will be crucial in ending the downward spiral California is caught in of ever increasing energy costs and decreasing availiability of fresh clean water.<br />

<p>The State of California is taking a leading role in supporting and incentivizing improvements in energy efficiency with two measures taking effect in 2011. First, California&#8217;s Green Building Standards Code (CalGreen), which took effect on January 1, 2011, requires all new buildings to meet more stringent environmental and energy efficiency standards. Second, Assembly Bill 1103 (AB1103) mandates the disclosure of commercial building energy consumption data to buyers, lenders and lessees.</p>
<p>CalGreen</p>
<p>CalGreen is part of the California Energy Code and represents a significant first step towards making green building part of the mainstream construction business. The code seeks to reduce the environmental impact of both residential and commercial buildings and applies to all new construction.</p>
<p>For residential buildings, the new code regulates five areas: planning and design; energy efficiency; water efficiency and conservation; material conservation and resource efficiency; and environmental quality. The California Energy Commission (CEC) determines the mandatory requirements for energy efficiency. But the California Building Standards Commission highlights the CEC&#8217;s stance that for buildings to be considered green they should realize 15% energy savings or more compared with the state regulatory requirements. </p>
<p>          ]]&gt;</p>
<p>CalGreen encompasses four regulatory subjects for commercial buildings: planning and design; energy efficiency; water efficiency and conservation; and material conservation and resource efficiency. CalGreen requires that new buildings reduce water consumption by 20%, divert 50% of construction waste from landfills, and use materials that emit minimal pollutants, among a myriad of other provisions. </p>
<p>Some parties have raised concerns about the possibility that CalGreen will discourage the use of more exacting standards like Leaders in Energy and Environmental Design (LEED). However, as Phil Williams, vice president of Webcor Builders and chairman the Green Building Task Force puts it, &#8220;CalGreen sets the floor and LEED sets the ceiling . . . you have to start somewhere.&#8221; </p>
<p>AB1103</p>
<p>The California State legislature passed AB 1103 in 2007, mandating energy benchmarking and disclosure for non-residential buildings. The CEC is responsible for implementing the provisions of AB1103 and current draft regulations require compliance beginning in 2011. When AB1103 goes into effect the owners and managers of commercial properties will be required to disclose a building&#8217;s energy data and the energy rating of the previous year to prospective buyers of the property, lessees and lenders financing the building. </p>
<p>Legislators designed AB1103 to place a value on energy consumption in commercial real estate transactions and to motivate building owners and property  managers to improve energy efficiency performance. <!-- ~~ads~~ -->

<p><!-- ~~ads~~ --> CEC mechanical engineer Martha Brook stated that AB1103 seeks to create &#8220;commercial valuation of energy usage&#8221; in the same way that square-footage is valued. </p>

<p>In an industry poll amongst 95 manufacturing companies by Global Intelligence Alliance (GIA) in late 2010, North American/European respondents said they see reducing carbon footprint, recovery in US/European markets and growing interest in safety and standards as the top three areas of growth over the next two years. In contrast, emerging market manufacturers from Asia and Latin America said that conservation of resources is their top area of growth. (Respondents included manufacturers of steel, testing and measurement equipment and agriculture and construction products).</p>

<p>European businesses in particular are bullish in the area of improving resource efficiency, with almost 70% of Europe-based companies citing this as a top priority. Core environmental industries in the EU, in the fields of pollution management and control, waste collection and treatment, renewable energy and recycling have a combined turnover of over 300 billion euro and have global market shares of 30%-40%. This sector is growing at over 8% per annum and is offering many new green jobs. A resource efficient Europe is a key component of the EU&#8217;s growth strategy, which is centred around being a smart, sustainable and inclusive economy under the Europe 2020 programme.</p>
<p>Recovery at home key focus for American and European manufacturers</p>
<p>Over 60% of North American companies (compared with 43% of European based companies) cited this as a key opportunity area for 2011-2012. According to the latest IMF update of the World Economic Outlook, GDP growth in the US in 2011 is expected to be 3%, followed by 2.7% in 2012, whereas the Euro zone is forecast to grow at a more tepid rates of 1.5% and 1.7% respectively.</p>
<p>          ]]&gt;</p>
<p>Government and banking leaders at the recent annual meeting of the World Economic Forum in 2011, warned that growth in the US/Europe could no longer rely on public sector stimulus and policy makers are urging the private sector – which is seen to be sitting on large profits – to start spending and investing. While governments in developed countries, especially in Europe, focus on fiscal debt restructuring, the impetus for investing in innovation, creating jobs at home and increasing export competitiveness needs to come from the corporate sector.</p>
<p>Meanwhile emerging and developing economies are projected to continue on a strong recovery path, with China and India leading the way at 9.6% and 8.4% GDP growth for 2011. As a result, businesses in Asia Pacific and Latin America are less concerned with growth in the developed world and believe that conserving existing resources is the biggest opportunity area for them in 2011, in line with the overall global trend towards higher resource efficiency.</p>

<p>Skills a key source of worry    </p>
<p>Slightly over 50% of European manufacturers believe that the lack of skilled manpower is a key challenge, while most North American businesses (nearly 60%) cited the retirement of skilled workers to be a key detriment to business growth. Businesses in Latin America and Asia-Pacific cite lack of creativity among workforce and lack of skilled manpower (62% for each) as the top two challenges.</p>
<p>According to leading workforce solutions provider, Manpower Inc&#8217;s most recent Talent Shortage Survey, covering 35,000 employers across 36 countries, over 30% of businesses surveyed are struggling to fill key jobs critical for organisational success. Similar concerns are highlighted in a recent study by the American Society for Training and Development which states that by 2015, 60% of the new jobs created in the US will require critical STEM skills (science, technology, engineering and math) which only 20% of the workforce will possess. Talent is indeed becoming a scarce resource and companies need to become more agile in attracting, retaining and developing their employees.</p>
<p>Contract logistics drives growth for emerging market manufacturers</p>
<p>On average, 46% of all the manufacturing companies in the poll believe that growth in contract logistics will drive growth in their business of up to 10%.</p>
<p>About half the European and North American based manufacturers polled were more conservative regarding the impact of contract logistics and predict that consequent benefits will be less than 10% business growth.</p>
<p>Firms in Asia-Pacific and Latin America are more bullish, with nearly 60% predicting that the upturn in the contract logistics industry can lead to an incremental growth in their businesses by at least 10%.</p>

But the hippie stigma is slowly fading as a larger and larger portion of society realizes that drastic action has to be taken immediately in order to prevent an environmental catastrophe of epidemic proportions.
